ACEC
of Maine Board and Committee Structure
Board of Directors and Officers:
External Coalitions coordinated by Dale Mitchell: 1. Maine DEP Consultants Task Force
-ACEC of Maine sends representatives to this group, which seeks to
enhance the professional relationship between the MDEP and the general
environmental consulting community in support of the common goal of
providing a quality environment for the people of Maine through
responsive and cost effective environmental regulations. The Task
Force's objectives are to:

Maine DOT Task Force -The Maine DOT and ACEC of Maine seek to enhance our professional relationship in support of the common goal to provide quality, responsive and cost effective transportation solutions through effective communication and cooperative working relations. The committee goals and objectives are:
3. The Maine QBS Council
-The Council is a non-profit organization created in 1993 as part of a
national program. AIA Maine, ACEC of Maine and the Maine Society of
Professional Engineers sponsor the organization. The purpose of the
Council is to increase awareness, understanding, voluntary use and
support of Qualification Based Selection (QBS) of design services by
local municipalities, state government agencies and other public bodies
through an ongoing educational process. The QBS Council does not
recommend design firms, it only recommends a process to be used in the
selection of design firms.
4. ACE Committee (Architects/Constructors/Engineers) is a joint design and construction committee that was formed in 1998 to plan the annual Design & Construction Legislative Breakfast and discuss common legislative issues. It is comprised of representatives of AIA Maine, Associated Constructors of Maine and ACEC of Maine. It meets periodically during a legislative session. 5. Architects/Engineers Task Force
- This joint committee is comprised of members of ACEC of Maine and AIA
Maine and was formed in the early 1970s to promote legislation such as
a statute of repose, Qualification Based Selection for Maine public
improvements and school construction and tort reform for Maine
A/Es. It was also formed to monitor A/E-related legislation and
notify ACEC of Maine and/or AIA Maine on practice specific legislation
for further action. In the last few years, the group has expanded to
include an associate membership category for such statewide
organizations as ASCE/Maine, MSPE and SEAM. The A/E Task Force has
successfully coordinated the defeat of several legislative proposals
for a sales tax on A/E services over the years. The Task Force meets
several times during a legislative session or on an as need basis. The
legislative status chart is forwarded to its members weekly during a
legislative session and is posted on the ACEC of Maine Website. 6. Bureau of General Services Alternate Delivery Advisory Group
- Per statute:"...advise the Director of BGS in developing alternative
project delivery policies, procedure and rules and in selecting public
improvement projects for construction under an alternative delivery
method."
7. MAJIC (Maine Advisory Joint Industry Council) - Established as a forum made up of the leadership (Board members) of ACM, AIA Maine and ACEC of Maine to provide a venue to build strong, sustainable relationships between the design community and the construction industry through mutual respect and trust. Through a formalized collaborative process of open communication and mutual understanding of each others values, these three organizations are able to tackle mutual issues that will help designers and constructors avoid the conflicts that plague the industry, thereby resulting in building successful, quality projects at a fair price and giving the best value to the client. Membership Services coordinated by Rip Patten: 1. ACEC of Maine News was launched in 1977 and has been published four to five times per year since that date. It has come a long way since its inception and has evolved into an informative news brief that is graphically pleasing. It serves as a historical record of the accomplishments of the organizations' committees. Program & Events coordinated by Bruce Ward:
1. Engineering Excellence Awards (EEA) is an annual ACEC of Maine event that is held in conjunction with the EEA national program. The Maine program recognizes engineering projects by member firms that epitomize innovation, quality and client satisfaction. ACEC of Maine award winners have the option of submitting their projects to the ACEC national program. Subsequent to the Awards Luncheon, all entries become part of a traveling exhibit over the next 12 months. 2. Fall Forum is also an annual event held with the EEA Luncheon. The format has been both 1/2-day and full day depending on the theme. Continuing Education credit is provided. 3. Legislative Affairs - ACEC of Maine's representatives to the A/E Legislative Task Force also serve as the organization's Legislative Affairs Committee. Although the Task Force reviews all proposed legislation and records A/E, A and E-specific legislation on its chart, it does NOT take a position or act on any bill. That is the responsibility of the respective organization that participates on the Task Force. Therefore, it is the decision of ACEC of Maine's Legislative Affairs Committee to decide whether or not to support or oppose any legislative document. Governance coordinated by Jack Palmer:
1. Strategic Planning
- One of the primary responsibilities of the ACEC of Maine Board is the
formulation of medium and long-range planning for the organization.
Leadership for this effort is provided by the ACEC of Maine President
and the President-Elect and is primarily accomplished during the annual
retreat with input from all Board members and the Executive Director.
The Board under the leadership of the President is responsible for
successful execution of the Plan and Goals. 5. ACEC National Liaison
- The Executive Director of the organization is responsible for
maintaining liaison at the operational level with ACEC
National-included is attendance at ACEC National meetings as directed
by the Board. The Executive Director works in close coordination with
the ACEC of Maine National Director who is appointed by the President
to serve at the pleasure of the President. At all ACEC meetings, the
National Director represents ACEC of Maine and votes in accordance with
the policies, positions, resolutions or other expressions of the
majority will of ACEC of Maine's membership.
Public Outreach coordinated by Chet Rock: The ACEC of Maine Outreach Team has a dual charge - (1) Public Awareness and (2) Public Relations. The team communicates to the public the important role consulting engineering firms play in protecting the public health, safety and general welfare. The team proactively contributes to engineering-related public policy initiatives and technical issues. The team conducts activities to increase ACEC's visibility in Maine and works with other professional organizations (such as ACM, ASCE and MEPC) to enhance the professional stature of engineers both publicly and through communications with member firms and the legislature.
